1st home page fights smooth scrolling

Whenever I open a new CB ver. 3.6.8 my home page, or I should say my first tab, resist scrolling. I will roll the mouse wheel, the page jerks down, then jerks back in a manner which appears as if it is fighting the scroll feature. The previous iteration did not do this. I changed no feature as I migrated from 3.6.6 to this version.

The quick workaround is: open a new CB, immediately open a second tab [same home page] and close the first. Therein, I have no problem. If I were to stay on the first tab, all websites have this affliction, not just the home page, which is Bing FYI.
