slowwww scrolling

My mouse wheel scrolling works just fine, but if I direct my pointer to the up or down arrow on a page, the scrolling is incredibly slow. The sliding bar works nicely, just the arrows are sloooooowww. How do I corrrect this?

Hmm. Try "grabbing", that is, click-and-hold, the slider, move it up and down while holding, see if that is slow too.
