Bad Speed and Error

I'm currently receiving very slow speeds of only 7kb/s.

i think this maybe the issue

Default tracker optimization rules file loaded.

IP rules file: ipfilter.dat loaded, 0 entries.

Start Listening at TCP Port:49491

Start Listening at UDP Port:49491

BitComet 0.70 is running on:

CPU : Intel® Pentium® M processor 1.70GHz 598 MHz

RAM size : 1,015.37 MB

OS Version: Microsoft Windows XP Home Edition Service Pack 2 (Build 2600)

Windows XP WF Status: TCP Port is opened in Windows Firewall.

Windows XP WF Status: UDP Port is opened in Windows Firewall.

Update Local IP: 192.168.0.2

Windows XP ICS Status: cannot find working ICS.

Windows XP UPnP Status: device not found!

UDP tracker report: WAN IP = 58.162.3.122

Can You Help?????????
