I think you are saying that upon restarting, rebooting, or reinstalling, your partial downloaded files are starting over at 0%. 1. If you are using a version newer then .70, then I strongly suggest you get version .70 (latest stable release) 2. when restarting torrent, if your partial downloads are in the correct location, it will scan them (rehash), then continue from your current progress.
