Alternative Save Location for *.torrent and *.xml files

Also, just to be clear about this, it's not bitcomet that stores your data in that location, it's windows that moves it there. Windows stopped letting programs store user data in the "program files" folder starting with vista. There are some advantages to this change, but it wasn't well received my many and has caused much confusion.
