How do i change my minimum announce interval?

Basically, you don't.

This complaint means you've scraped (updated) the tracker manually, and many of them don't like that.

Each time you scrape, the metafile you receive from the tracker includes a time interval for the next scrape, which your client will use. (The tracker's saying, "here ya go, now don't bother me again for 15 minutes, 8 seconds.") There's no need to scrape more often. Some people do it because they think it will get them more seeds, but they'd have gotten them anyway at the next scrape, and without contributing to the load on the tracker. Other people do it because they don't know what they're doing. Best practice is not to do it at all.

Well the Torrent im trying to DL atm has no seeders. was just wondering whether it was due to this error or something.

If there are no seeders, all you can do is find another torrent, or post a request for a reseed (usually on the trackers website/forum), or the forum where you downloaded torrent.
