Tracker connection.

I can't connect to a tracker, it's for the downlaod of Election, on Torrentspy, by the way.

It's for an asianflix site, in the comments for the download, one guy said that you needed to use a single file download program, like UTorrent, I tried it, but it didn't work, I would like to know how to do this, I know that I'm doing something wrong, because there are people seeding, and downloading, but I can't find any peers on the one tracker that I can get on.

Is your problem that you can't connect to the tracker, or is it that there aren't any peers? If the latter, there's nothing you can do about that except try to find another torrent with the same material. This one's been abandoned.

The only thing I can be certain about is that you don't understand what the basic terms regarding bit torrent mean. I suggest you read here...

Although torrentspy does state it has seeders, either this info is incorrect, and the tracker does not exsist, or it is a private tracker, and its use is restricted.

I recommend you find another torrent.
